Jairam Ramesh also reminded the government about the February 22, 1994, resolution passed in Parliament, which demanded the return of Pakistan-occupied Kashmir.
The Congress Working Committee (CWC) on Friday passed a resolution urging the Central Government to act firmly and with strategic clarity against Pakistan over the recent terror attack in Pahalgam, Jammu & Kashmir which claimed 26 lives. The committee said it is time to teach Pakistan a lesson and isolate it globally for its continued support to terrorism.
According to the news agency ANI report, the CWC meeting was held in the national capital under the leadership of Congress President Mallikarjun Kharge. In the meeting, the committee expressed strong support for the 26 families who lost their loved ones in the brutal attack. Kharge, in his opening remarks, said that the entire nation shares the pain of these families. He also said that although the Congress supports the government’s response, it is disappointing that no strong action has been taken even after ten days of the attack.
The resolution said the country now expects accountability, answers, and justice. It stated that, this is not the moment for politics, but a moment for unity, strength, and strong national will. “India must show clearly that it stands together and cannot be broken”
The CWC said the masterminds and attackers must be punished, and the country must come together to fight terrorism. It also stressed the importance of helping the affected families not just with compensation, but also with long-term rehabilitation, mental health support, and national recognition of their loss.
According to ANI, the committee also repeated its demand for a proper investigation into the security and intelligence failure in the Pahalgam region, which is one of the most protected areas in the country. The resolution asked the government to be open and responsible, and requested all citizens to stay together and remain peaceful. “Let us respond to this terror attack by showing the power of our democracy and how united we are,” the resolution said.
After the meeting, Congress leaders Jairam Ramesh, Bhupesh Baghel, Sachin Pilot, Charanjit Singh Channi, and Saptagiri Ulaka briefed the media. They all repeated that the Congress fully supports the government in taking strict action against Pakistan.

He also asked the Prime Minister to call an emergency Parliament session to discuss the terror attack and the steps needed. “Instead of targeting the Congress, the Prime Minister should focus on action,” Ramesh said.
Bhupesh Baghel questioned the lack of security in such a sensitive region and said that despite many warnings and past attacks, proper arrangements were not made.
Sachin Pilot said this was not just an attack on tourists, but an attack on India. He said that during the 2001 Parliament attack, Congress stood united with the government, and it will do so again. “The Prime Minister must act now, not just give speeches,” he said.
Charanjit Channi said the Congress will fully support the government in any step it takes to end terrorism and protect national unity. “Congress stands like a rock with the government,” he said.
MP Saptagiri Ulaka, who recently visited the region with a Parliamentary committee, expressed shock that just days before the attack, officials were claiming everything was ‘under control’. He asked the Home Ministry to explain the failure in intelligence and security.
CWC resolution on caste census
In the same meeting, the CWC passed a resolution about the caste census. It supported the government’s recent decision to include caste data in the upcoming census, saying the BJP-led Centre has finally agreed to Congress’s long-standing demand.
As reported by ANI, the CWC said this decision must not be delayed further. It asked the government to allocate funds quickly and start all stages of the process, from creating the questionnaire and methods to the actual survey and publication of results. The resolution also said Parliament must immediately debate this issue and involve all political parties.
The Congress pointed out that Prime Minister Modi had rejected this demand for 11 years and even criticised Congress for raising it. Now, after long resistance, the government has accepted it.
Former union minister Sachin Pilot reaffirmed the Congress Party’s complete and unconditional support to the Government of India. He recalled the unity displayed by the Congress during the 2001 Parliament attack, underlining the party’s consistent commitment to national interest. “This is not an attack on tourists. This is an attack on India. The Prime Minister must respond–not with speeches, but with action,” he said. Channi reaffirmed Congress’s support for the government in whichever decision it takes to end terrorism and strengthen the country’s unity and integrity. “Congress stands with the government like a rock,” he remarked.
The CWC recommended that the central government follow the model of Telangana, which has already done a caste survey in an inclusive and effective way. The Congress urged the Centre to adopt the same method for the national caste census.
