Overheard In Bhopal: Brunt Of Anger, Officer’s Brother, Talks Of Property & More | Representative Image

Brunt of anger

Two senior IAS officers had to face the anger of a senior politician of the state. He was angry with one of them because of his failure to release the transfer list that had the nod of the higher-ups. Before finalising the list, the politician had discussed the issue with the officers who were to be transferred. When the transfer list was not released, the politician breathed fire.

He wanted to know the reasons for not releasing the list. As the politician was not satisfied with the reply, he dressed down the officer and asked him to release the list without delay. The officer released it immediately after the politician pulled him up. Then the politician got angry with another senior officer. When the officer took decisions over an important matter, he fumbled twice. The politician remained calm after the officer blundered for the first time. But when the same thing happened again, the minister called the officer and said, “Do you want my political career to end?” The bureaucrats are discussing the politician’s anger.

Talks of property

People in the corridors of power are discussing the properties of an IAS officer. The Sahib is on a property purchasing spree these days. About the Sahib, it is said he has properties in ten prime locations in two main cities of the state. It is just the tip of the iceberg. Some chartels have been mentioned in property details. Many properties have also been purchased in the name of his wife.

She shows her income from the properties is three times more than the salaries of many senior officers. Many properties are in the name of the Sahib as well as in the name of his wife. But the Sahib has as many benami properties as are registered in his name. The Sahib has invested a huge amount in the firm of a businessman who has purchased properties from the Sahib. As there are talks about his properties, some people have begun to dig out the details of his chattels. These people are gathering information about the source of his income, through which he has purchased so many properties.

Party-wale collector

A collector has been in talks for throwing bashes in his bungalow. There are reports that Sahib throws parties every week. The officers from other districts also participate in these parties where drinks flow freely. Nobody took notice of it at the beginning, but now the people are discussing it. Because the district is sensitive, the people are averse to such parties. The matter has now reached the state capital.

It is said that a few collectors also take part in the party, leaving their work. An officer of a department, who collects revenue for the government, has been tasked with managing the shindig. This collector has been trying to get a posting in an important district, but his habit of throwing bashes may get in his way. The Sahib is unable to understand that an officer, considered a strong contender for posting in an important district, lost his collectorship a few days ago for throwing parties.

Efforts continue

The efforts of an officer to become the commissioner of a division yielded results. Another officer is still making efforts in this direction. These two promoted officers were trying to become divisional commissioners. One of them got posted after the retirement of a divisional commissioner. He got the posting through his clout. When the Sahib was posted in the office of an important politician, he got the benefits of his relationship with an officer. As a result, from the loop line in Mantralaya, he was transferred to an important division as its commissioner. Now, another officer is trying to become a commissioner.

The department where the officer is posted does not have much work. Now, the Sahib wants to go to Chambal as divisional commissioner. There are reports that a powerful politician from the region has recommended his name for the position. The Sahib is making efforts through his other sources, too, to hit the target. On earlier occasions, he got a plum posting through certain politicians. He is confident of getting the post of divisional commissioner through his political clout.

Officer’s brother

A relative of an IAS officer is active in the Sahib’s department that deals with suppliers who gather around the offices of the department in the state capital as well as in districts. The interference of a brother of the officer has increased in the department. The budget is allotted, and purchase orders are released to suppliers according to his brother’s choice. From budget allotment to issuance of supply order, he interferes in the entire process.

There is an unwritten rule in the department that even the suppliers must see the officer’s brother before getting any work done. The Sahib’s brother had a lot of interference in the department where the Sahib was previously posted. Initially, when the Sahib was posted in the new department, his brother did not have any influence. Now, his brother is ruling the roost in the department. But there is resentment among the suppliers who have been associated with the department for a long time. Resentment is also brewing in districts because of the brother’s pressure, and information about it has reached the minister of the department. Yet, nobody wants to lock horns with the officer for political reasons.

Jolt to PS

A principal secretary was making all efforts to go to a department. He used his political clout to achieve the goal. But his efforts fell through. The Sahib was telling everyone that he was without any work. Ergo, he recently got an assignment, but it was not up to his satisfaction. Together with his present position, he has been given an assignment outside the state capital. The bureaucrats generally consider this work as a symbol of punishment. The additional charge the officer got was vacant after the transfer of an IAS officer. The Sahib is unhappy with the assignment. He was keen to get a posting as principal secretary in Mantralaya. The officer has again begun to lobby for getting back to the mainstream administration.
