In a crucial procedural step towards the ambitious Dharavi Redevelopment Project, theSpecial purpose vehicle led by Maharashtra government and Adani Group, executing the project has filed a Terms of Reference (ToR) application with the Ministry of Environment, Forest and Climate Change (MoEF&CC) for the Aksa-Malvani land parcel—one of the plots allocated for rehabilitating in eligible slum dwellers from Dharavi.
Though the physical possession of the land is yet to be obtained, the filing of ToR, based on a gazetted notification dated October 11,2024 confirming allocation of 140 acres, marks the first formal move to begin the process of obtaining environmental clearance. Experts say it could take six to seven months to secure all necessary green nods.
The Terms of Reference is a mandatory procedural document that outlines the scope of the Environmental Impact Assessment (EIA) study. It includes details such as proposed built-up area, building configuration, green spaces, and parking plans. Filing the ToR does not imply final land use permissions but is required to initiate environmental scrutiny by multiple agencies including CRZ, Civil Aviation, and Environment Department
An expert closely following the process explained, “The ToR is the first step towards unlocking the full potential of the plot. It outlines the scope for environmental study but does not imply approval of the design or land use. The land will be scrutinised by relevant agencies before final clearances are issued.”
As part of the Dharavi Redevelopment blueprint, the Maharashtra government has allocated 541.2 acres, of which 63.51 acres (about 12%) has already been handed over to Dharavi Redevelopment Project/SRA for rehabilitation purposes. Given the space constraints within Dharavi’s notified area, land parcels within a 30-km radius, like Aksa-Malvani, are being tapped to house ineligible slum dwellers. More land parcels earmarked for the project will undergo similar ToR filings in the coming months to expedite clearances.
The project, touted as one of the largest urban renewal project in Asia, aims to transform Dharavi into a planned, dignified urban space.
